It is observed that Buses carrying passengers are not sensitive to the natural needs/public conveniences. They stop the Buses anywhere at the request of the passenger on the side of the road, and then a number of people get down and urinate in the open. It is also not unusual to see that some one continuously speaking to the driver and driver is avoiding to stop. Thus increase in conflict between driver and the passengers. The problem becomes acute for the women passengers, senior citizens, physically handicapped persons. This is true for all kind of buses. This happens often when journey is more than 3 hours.
Hence there is need for issue of proper guidelines to Bus operators and ensuring implementation. The Bus Aggregators can also contribute by defining and implementing it.
I have drafted one guidelines:

Preamble:
It is observed that Buses

Applicability:
These guidelines will be
applicable to all kind of buses including state road transport, private route
operators, buses carrying the wedding
guests, or any other kind of buses which runs for more than 3 hours regularly
or once in a while but carrying passengers.
Scheduled Public
Convenience Stoppages:
The scheduled public
convenience stoppage are the places en
route where public conveniences
separately for male and female passengers are available.
Minimum one stoppages to be there for every 3 hours run. For Road Transport these stoppage would be
the relevant Bus stand having of public conveniences and for other private
operators, it would be en route specified Hotel, Motel or Dhaba having the
public convenience facility.
Time for stoppages:
Minimum 10 minute
stoppages each time.
Display of stoppages:
Each Bus embarking on the
journey for more than 3 hours run to have proper display inside the Bus stating
the Place of stoppage and scheduled Time to reach there.
It should also indicate
the complaint system where passenger can
send the complaint in case of
violation by the driver.
Advantages of the system:
Public convenience
available to all the passengers and bus crew in time including female, senior
citizen, handicapped passengers.
Driver will get 10 minute
rest after each 3 hours run, will cause less accidents
Passengers can get down
and stretch after each 3 hours run, will have less fatigue.
Local business for
eatables near to the stoppages would develop.
Unruly scene of passengers urinating in open would be avoided
in the spirit of current drive of cleanliness.
Very good thought. Very basic need of human beings ignored frequently.
